"CHAKRAVAT 2023: Successful Conclusion in Goa with Global Participation"


The Multi-Agency Capability Demonstration at Mole Berth, inside the Port of Mormugao, served to highlight training on rescue and relief during the Annual Joint HADR Exercise 2023 (AJHE-23) "CHAKRAVAT," which the Indian Navy staged in Goa from October 9 to 23. NDRF, the Indian Navy, the Indian Air Force, the Indian Coast Guard, and the State Fire Services of Goa all sent teams to participate in the display.

National Disaster Management Authority (NDMA), National Disaster Response Force (NDRF), National Institute for Disaster Management (NIDM), Indian Army, Indian Navy, Indian Air Force, Coast Guard, Indian Metrological Department (IMD), National Remote Sensing Agencies (NRSA), State Disaster Management Agency (SDMA) and State Fire Services, Goa, District Disaster Management Agency (DDMA) of North and Sou, and District Disaster Management Agency (DDMA) of North and Sou all participated in AJHE-23. Eight other friendly foreign nations were also represented, including Comoros, Madagascar, the Maldives, Mauritius, Mozambique, the Seychelles, Sri Lanka, and Tanzania.

As the last activity of AJHE-23, a Table-Top Ex was held at INS Hansa on October 10 with representatives from all participating agencies and delegations from eight friendly foreign nations. The Ex considered a scenario in which a hurricane made landfall in Goa, causing floods and extensive infrastructural devastation up to 100 km inland from the shore. Participating organisations spoke through and presented coordinated strategies for providing humanitarian aid.

In collaboration with the Indian Navy, FICCI also held an industrial display on October 10 to display HADR equipment that has been produced in both the public and private sectors and is currently ready for export.

The three days of the exercise's conversations among the participants allowed for a better knowledge of each organisation's capabilities and set the way for greater cooperation amongst numerous agencies during a HADR scenario.

The AJHE-23 logo showed the crests, emblems, and flags of all participating agencies combined into a single entity to represent how the success of HADR will depend on coordinated activity from all participating agencies.
